ARMO, the Romanian customs authority, warns that if not all extra-EU parcels under 150 euros are taxed, Romania will process even more parcels for free. Romanian online retailers express dissatisfaction with the exception of a 25 lei tax on parcels from Temu, Shein, and Trendyol. The Association of Online Stores in Romania states that this exception could lead to a large-scale tax avoidance scheme without additional tax payments. A new tax of 25 lei is introduced for extra-EU parcels, targeting Chinese imports, specifically affecting parcels from Shein, Temu, Trendyol, and Aliexpress with values under 150 euros.

The Romanian e-commerce market is facing changes in tax policies for packages, with a focus on those from outside the EU, particularly from China. Starting July, Chinese players have shifted their delivery routes from Budapest to Oradea. The government plans to introduce a fixed tax of 25 lei for each package under 150 euros from outside the EU, targeting platforms like Shein and Temu. This measure, requested by local entrepreneurs, aims to support local businesses and limit the influx of foreign goods. The Minister of Finance, Nazare, has announced this tax as part of a fiscal package that also includes the elimination of the tax on turnover over 50 million euros from 2026 to encourage investments. Additionally, the capital required to establish a limited liability company (SRL) will increase from 200 lei to 8,000 lei.
