Two Ukrainian citizens, working on behalf of Russia, planned to set fire to the Bucharest office of a company by remotely detonating explosive vests sent via a courier service. This operation was part of a larger plot involving Poland, where similar explosive vests were intercepted. The SRI kept the incident secret for a week before making it public. The targeted company in Bucharest was a major Ukrainian courier service.
